The Italian government has introduced new measures aimed at defeating persistent hooligan violence in the nation's football stadiums. The measures include the introduction of personalised, numbered tickets for all stadium seats and improved closed-circuit video coverage of the crowds.

Those who regularly attend matches in Italy, from small town games in the fourth-tier Serie D to top flight European games, know the "ultra" fans often operate in 'no-go zones' for police and appear at times to be effectively in control of the venues.

Italian authorities hope that by introducing named and numbered tickets for all stadium seats it will be easier to identify the wrong doers. More video cameras scanning the crowds will also help pick out the violent fans.
